Did he actually though?  Remember last season when they thought he was with a woman in the office, but it turned out he'd given her drugs to fake it? 

He didn't actually bang the waitress, but he did do Dennis and Dee's mom as well as the girl at the abortion rally.  Those were both early on, I don't think they'd figured out exactly where his character was going back then.
