Computer doesn't recognise mouse and keyboard and start up

My secretary has an all in one monitor and computer from Asus. When she boots it up both the keyboard and mouse do not respond and the cursor does not appear onscreen. When she holds F9 on the keyboard she goes through to a series of options and then the cursor appears and the keyboard is clearly working.

Can anyone suggest what needs to be done in order for the mouse and keyboard to work on start up? Are there any settings changes that would work? Would a system restore work?

Any help, particularly prompt help would be massively appreciated.

F9 appears to be some sort of toggle for the touchpad on Asus laptops, so I'd guess it's something to do with that. Have a look in the bios.

Fn lock, stuff like that. Also look at whether some Smart Gesture software is installed and have a look in the settings for that. It'll probably be in the system tray.

So its UEFI Boot rather than BIOS. Doesn't appear to be anything that can be done from there.
