The culture of the country should also be taken into account. Awarding the tournament to blatantly racist, sexist and homophobic countries is near enough an endorsement of their ways.
FIFA should release a statement saying the competition will only be awarded to countries that meet fit and proper criteria with regards to culture. That way they might actually encourage the likes of Qatar and Russia to implement positive change.

This is not going to just blow over. DOJ would not be bringing these charges unless it intended on doing some serious damage. Maybe Blatter will survive, but many of his key minions are looking at serious jail time and that alone should be enough to deter FIFA from pulling similar s*** in the future.

This is also a good point. The DOJ basically never brings these charges unless they're sure they have you cold. Basically everyone takes a plea bargain because they threaten you with dozens of years of prison otherwise.

I would guess very serious. The Obama administration in general has been pretty hawkish on foreign entities engaging in corrupt practices on US soil/in connection with the US market. The amount of time and effort DOJ have put into this case indicate that they're out for blood.
The indictment states that each of these guys could face 20 years+ on some combination of RICO charges, money laundering, wire fraud, tax evasion, and bribery (with bonus points for criminal conspiracy.) Just based off what I've seen, that level of sentencing don't seem outlandish at all if they don't cooperate.
Realistically, most will probably work out some kind of plea deal in which they agree not to defend themselves and also provide information in exchange for less serious charges. This is why I'm holding out some hope that the US authorities will work their way even higher up the FIFA totem pole.
The one wrinkle in this is probably extradition. I'm not aware of where these people are at the moment and how many of them are already in American hands. Depending on where they're holed up and what sort of treaty the US has with those countries extradition may take a significant amount of time.

Lennart Johansson, former president of UEFA and honorary member of FIFA, have been interviewed in a Swedish paper today. Comes out with some pretty damning words on Blatter.
"Blatter will make sure he wins the election in the same way he always has. It's a shame that the worlds biggest sporting organisation has a leader like that. That's my opinion."

How does a country of only 2m people (200k Qataris) which is about as big as metropolitan London with only one conurbation which comes close to being called a city (about the population of Newcastle) and with a history of discrimination, expliotation and grave human rights abuses but, notably, absolutely no history or tradition in football have the 'right' to hold a world cup?

Agreed it probably should have been UAE, however the November world cup is fine by me, if a few £200,000 a week footballers are upset by missing a few weeks summer holidays then they can put their notice in and go and work for sports direct on a zero hour contract

He reckons the evidence he gave the FBI is enough to send the whole lot of them down, including Blatter.
Also said they'll have to re-allocate the next two world cups, with 2018 likely coming to England, with Holland and Belgium as another possibility and the 2022 finals going to the USA.

It is also in a sense unfair, that some countries could essentially never host the World's greatest event because of Europe's schedule. Saudi Arabia, for example, has a fairly storied history in the game, but could never host a summer World Cup. Qatar's temperatures in December/January are fine for football. Probably no different than what Spanish players deal with near the end of the season, and definitely less extreme than what was seen at the last World Cup in Brazil, where games were played in an actual rainforest and supporters had to hide from the sun during Netherlands/Mexico. Never mind the Beijing Olympics, which were in a harsh climate in the world's most polluted air. As always, keep players hydrated, have a cooling break if there are unseasonably warm temperatures (I think these should be mandatory in most matches worldwide anyway), and everything will be fine in terms of player safety. Didn't Qatar actually win on the premise that the WC would be held in the summer, but this wasn't going to be an issue as all the stadia would have air conditioning. Following the vote, it was then revealed that the climate controlled stadia was in fact a load of s**** and they were moving it to winter. They won on a lie, most probably on the back of a bribe, and Qatar should not be holding it.

So many parts of the world where children don't even have a pitch to play on. The World Cup in South Africa was a nice idea, unfortunately politicians robbed the people of one of the benefits of having one there.

The biggest problem with FIFA isn't just having a number of corrupt assholes running it, but how easy it is to be corrupt in the system. There needs to be a huge overhaul in how its run, especially the voting process. It's far to easy to buy votes from poorer, developing countries who have just as much say as Germany or Spain. In an ideal scenario Sepp is taken out and the whole ExCo is purged and the next two World Cups are voted on again, but that still leaves a lot of federation leaders who will take money for votes. I wouldn't expect new leaders to be any less corrupt, so hopefully this brings a huge change in the way FIFA is run, otherwise we're still f***ed.
Our government has been trying to poke into how the Spanish FA does things for a while, only for FIFA to scream "political interference!" every time and threaten to block spanish sides from tournaments. My main issue is that the f***ing Cayman Isles have the same say as South Korea. In no way should the Cayman Isles have as much a say in world football as South Korea, or other "big" FAs. Will the Cayman Isles ever get close to qualifying for a World Cup? If doing the FIFA ranking thing, one could simply take the top five from each association in the FIFA rankings and give their votes the same power, then take six-ten from the FIFA rankings and so on. That way each association will still have an equal amount of say.

Personally I think Russia won't be moved - too close to the event and they've done a better job of covering their tracks.
If an investigation finds that Russia got the World Cup through bribery then it will be almost impossible to let them host it. In that case I can see a EUropean country who already have the infrastructure coming in and hosting it as an emergency. Manchester City have been reported to Uefa after fans were heard booing the Champions League anthem before their win 2-1 over Sevilla on Wednesday.
Match delegate Geir Thorsteinsson, the chairman of the Iceland FA, detailed the incident and disciplinary proceedings have now been opened, with the case set to be heard in November.
It is understood Manchester City will not be commenting on the issue.

Then for the World Cup, a tournament by its very nature should least make an attempt to be inclusive and give the game to a greater audience, they've pulled the drawbridge up for associate nations meaning there'll probably not be any of them at the next competition. Last year the big 3 countries literally changed the voting system within the ICC to give themselves more power than everybody else, and made sure to secure that 62% of all revenue will go directly to those 3 countries.
