It appears to reference the old Laws of the Game that the shootout is not technically part of the match. The match officially ends when extra time ends. The shootout is just a thing that happens after.

I get your point, but there's a big difference between riding some good fortune in a single game (away to a good team no less) and over-performing all of the underlying stats for two years running.
